摘　　要：习近平治水思路及关于治水重要论述是新时代我国治水工作的行动指南。以系统治理为着眼点,从本体论、认识论、方法论3个层面深入挖掘治水思路的系统哲学基础,旨在深化其理论内涵,并提供科学的方法论。根据系统整体性、层次性、开放性原则论述了习近平治水思路的系统本体论基础,即人与水是生命共同体;从尊重自然、顺应自然、保护自然3个方面说明人与水和谐共生为系统认识论主线;注重水治理的系统性、整体性、协同性为系统哲学方法论指引,即运用系统分析、系统协同、系统工程方法为习近平治水思路的实践路径。Xi Jinping’s thought on water governance and his important statements on water governance are the action guide of our country’s water governance work in the new era.Taking systematic governance as the starting point,this paper delves into the systematic philosophical foundation of water governance thinking from the perspectives of ontology,epistemology,and methodology,with the aim of deepening its theoretical connotation and providing a scientific methodology.Human and water as a community of shared destiny is the ontological foundation of Xi Jinping’s thought on water governance,in accordance with the principles of integrity,hierarchy and openness of the system.The harmonious coexistence of human and water is the main thread of Xi Jinping’s systemic epistemology on water governance,explained from three aspects:respecting nature,following nature’s ways and protecting nature.Focusing on the systematic,integrated,and coordinated nature of water governance is the methodological guidance of Xi Jinping’s thought on water governance.The approaches of system analysis,system synergy and system engineering are used to explore the practical path.
