摘　　要：良好的营商环境是激发市场活力、增强区域发展动力的制度保障,保护生态环境是全面建设社会主义现代化国家必须坚持的重大原则,二者是实现高质量发展的重要抓手。本文以中国2007—2021年30个省份作为样本,运用空间杜宾模型分析营商环境的优化对环境污染的影响,并探讨其中的作用机制。研究发现,优化营商环境对环境污染存在显著的抑制作用,并且能够有效降低周边地区的环境污染。其中,优化营商环境可通过提升FDI质量来降低环境污染。因此,在持续优化营商环境时要考虑环境污染的空间溢出效应,运用市场经济规则推进环境保护工作,加强区域间在营商环境和环保政策制定方面的协调合作,同时注重引入高质量外资。A good business environment is the institutional guarantee to stimulate market vitality and enhance the momentum of regional development,and the protection of the ecological environment is a major principle that must be adhered to in order to comprehensively build a socialist modernized coun⁃try,and the two are the important handles to achieve high-quality development.This article takes 30 provinces in China from 2007 to 2021 as samples and uses the spatial Durbin model to analyze the impact of business environment optimi⁃zation on environmental pollution and explore the mechanism of action.It is found that optimizing the business environment has a significant inhibiting effect on environmental pollution and can effectively reduce environmental pollution in the surrounding areas.In particular,optimizing the business envi⁃ronment can reduce environmental pollution by im⁃proving the quality of FDI.Therefore,when optimi⁃zing the business environment,it is necessary to consider the spatial spillover effect of environmental pollution,applying the rules of market economy to promote environmental protection,strengthening inter-regional coordination and cooperation in busi⁃ness environment and environmental policy making,and focusing on the introduction of high-quality for⁃eign investment.
