高校图书馆专利预评估服务现状分析

摘　　要：专利预评估是全链条服务的开端,是提升技术成果保护质量的关键步骤。高校图书馆有着充足的数字资源和知识产权服务队伍,是未来阶段高校开展专利预评估相关服务工作的优质主体。通过电话、问卷及实地走访等方式获取高校图书馆专利预评估服务的开展现状。结合高校知识产权服务经验、文献和实践调查结果,提出高校图书馆专利预评估服务的开展模式,以期助力高校的科技成果保护、提升专利质量。Patent application pre evaluation is the beginning of the entire chain of services and a key step in improving the quality of technological achievement protection.University libraries have sufficient digital resources and intellectual property service teams,which is the high-quality main body for universities to carry out patent pre evaluation related services in the future.This paper obtains the current status of patent pre evaluation services in university libraries through telephone,questionnaire,and field visits.Based on the experience of intellectual property services in universities,literature,and practical survey results,it proposes a model for the development of patent pre evaluation services in universities,in order to help protect scientific and tech-nological achievements in universities and improve patent quality.
