论监察全覆盖下民族自治地方自治机关权力运行  

Autonomous Organs'Power Operation in Ethnic Autonomous Areas under Full Coverage of Supervision

摘　　要：监察全覆盖是民族自治地方自治机关权力运行的必然要求,民族自治地方自治机关权力运行应当坚持以人民为中心、权力运行法治化、权力运行常态化有效监督、各民族一律平等、依法独立行使职权、权责统一等基本原则。民族自治地方自治机关权力运行仍存在一些问题,比如自治机关权力运行存在法律规范不够健全,自治机关缺乏资源汲取、整合能力和治理创新活力,监督机制有待完善等。应当坚持党的领导作为根本保证,以习近平新时代中国特色社会主义思想为指引,以完善的自治法律规范为法治保障,以实现中华民族伟大复兴为根本目标,积极构建特色权力监督体系,优化完善自治机关权力运行机制。The full coverage of supervision is an indispensable requirement for autonomous organs'power operation in ethnic autonomous areas.The operation of power by these autonomous organs should adhere to fundamental principles of being people-centered,operating power based on the rule of law,ensuring regular and effective supervision over the power operation,upholding equality among all ethnic groups,exercising authority independently according to law,and maintaining the unity of power and responsibility.The autonomous organs in autonomous regions still face some issues during the exercise of their powers,including the absence of comprehensive legal regulations for the operation of autonomous powers,the insufficiencies of these organs in terms of resource acquisition and integration capabilities,along with the lack of dynamism for governance innovation,and the need for improvement in the supervision mechanism.It is imperative to adhere to the leadership of the Communist Party of China,maintain Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guiding principle,take the comprehensive legal norms for autonomy as the guarantee of the rule-of-law,view the realization of the great rejuvenation of the Chinese nation as the overarching objective,actively establish a characteristic power supervision system,and optimize and enhance the power operation mechanism of autonomous organs.
