“无废城市”背景下的固体废物处置及综合利用研究——以毕节市为例

摘　　要：基于“无废城市”背景下,阐述了固体废物处置现状,结合实际情况分析综合管理举措。以贵州省毕节市为例,统计2022年固体废物来源、产生量以及污染防治情况。结果表明:2022年毕节市对大宗工业固体废物、工业危险废物、医疗废物、城市生活垃圾均严格按照要求进行资源化和无害化处理,大宗工业固体废物综合利用率为75.02%。工业危险体废物的处置率是83.26%、利用率是15.36%,储存率是1.38%,医疗废物集中无害化处置8400.2 t,集中无害化处置率100%。生活垃圾无害化处理率为87.05%,农村垃圾收运设施覆盖率达97.8%。调查2018-2022年毕节市固体废物的产出情况,其固体废物产出量逐渐提高,2022年固体废物较2018年增加13.09%;2018-2022年毕节市固体废物的综合利用率逐渐提高,2022年固体废物的综合利用率较2018年增加31.15%。毕节市积极响应“无废城市”发展要求,结合固体废物处理现状,从积极进行技术革新、提升固体废物处置水平、构建固体废物处置中心等方面入手,实现对固体废弃物及时处理,实现了城市固体废弃物的减量化,提高整体处置水平,促进城市化发展。Based on the background of "waste free city",the status quo of solid waste disposal was analyzed,and the comprehensive management measures were analyzed in combination with the actual situation.Taking Bijie City of Guizhou Province as an example,the sources,production and pollution control of solid waste in 2022 were analyzed.In 2022,the bulk industrial solid waste,industrial hazardous waste,medical waste and municipal solid waste were all treated as resources and harmless in strict accordance with the requirements,and the comprehensive utilization rate of bulk industrial solid waste was 75.02%.The disposal rate of industrial hazardous waste is 83.26%.The utilization rate is 15.36%.The storage rate is 1.38%.The centralized harmless disposal rate of medical waste is 8,400.2 tons,and the centralized harmless disposal rate is 100%.The harmless treatment rate of household garbage was 87.05%,and the coverage rate of rural garbage collection and transportation facilities reached 97.8%.To investigate the output of solid waste in Bijie City from 2018 to 2022,the output of solid waste gradually increased,and the solid waste in 2022 increased by 13.09% compared with that in 2018;From 2018 to 2022,the comprehensive utilization rate of solid waste in Bijie City gradually increased,and the comprehensive utilization rate of solid waste in 2022 increased by 31.15% compared with 2018.Bijie City actively responds to the development requirements of "waste free city".Combined with the status quo of solid waste treatment,from the active technological innovation,improvement of solid waste disposal,establishment of a solid waste disposal center and other aspects,treatment of solid waste is timely achieved;the reduction of municipal solid waste is achieved;the overall disposal level is improved,and urbanization development is promoted.
