摘　　要：文章聚焦传统纸质农村土地承包合同管理存在的业务办理烦琐、信息不透明、数据共享困难以及风险控制不足等问题,提出了结合现代地理信息技术与业务管理来打造县级农村土地承包合同管理信息化平台的解决方案。参照国家及行业相关标准,进行业务流程和功能设计,运用GIS、人脸特征识别和电子印章技术,构建以承包合同网签业务为核心的信息化平台,实现了承包合同在数据管理、网签审批、台账管理、数据同步、监管分析、信息互联共享等方面的全面信息化,有效简化了业务流程,提高了信息透明度,为各级管理部门提供了更为准确、及时的数据支持,可提高合同管理风险防控能力。Aimming at the problems of complicated business processes,information opacity,difficult data interchange and insufficient risk control existing in traditional papery rural land contract management,a solution of county level rural land contract management information platform which combines with modern geospatial technology and business management is proposed.Referring to relevant national and industry standards,business processes and functional designs have been carried out,and GIS,facial feature recognition,and electronic seal technology are used to build an information platform centered on contract online signing business.It achieves comprehensive informationization of contract in the aspects of data management,online signing approval,ledger management,data synchronization,regulatory analysis,and information interconnection and sharing,effectively simplifying business processes,improving information transparency,and providing more accurate and timely data support for management departments at all levels,which can enhance contract management risk prevention and control capabilities.
