中西部高等教育振兴:政策动因、现实困境与未来走向

摘　　要：当前,党和政府基于“战略需求”的政治动因、“经济需求”的经济动因和“人的需求”的价值动因,相继出台一系列中西部高等教育政策,丰富了振兴内涵,提供了发展动力。但究其内里,中西部高等教育依旧存在特色性不足、外部性不强、结构不合理等问题。为突破主导逻辑的路径依赖,须坚持党对中西部高等教育事业的全面领导,稳定发展的基本盘;摒弃数量至上,创新中西部高等教育的价值观念;立足中西部地区实际,优先发展高等职业教育;加强区域协同合作,凝练中西部高等教育办学特色。At present,based on the political motivation of"strategic needs",the economic motivation of"economic needs"and the value motivation of"human needs",the Party and the government have successively issued a series of higher education policies in the central and western regions,which have enriched the conno⁃tation of revitalization and provided the development impetus,but the higher education in the central and west⁃ern regions still has problems such as lack of characteristics,weak externality and unreasonable structure.In or⁃der to break through the path dependence of the dominant logic,it is necessary to adhere to the Party's overall leadership of the central and western higher education cause and the basic plan of stable development;Aban⁃don quantity first and innovate the value concept of higher education in central and western China;Based on the reality of the central and western regions,give priority to the development of higher vocational education;Strengthen regional coordination and cooperation to condense the characteristics of higher education in the cen⁃tral and western regions.
