党建引领、数字赋能与基层网格化治理效能提升——基于桂东P区的调研分析

摘　　要：在国家不断加强基层治理制度供给的情境下,通过何种方式来提升基层治理效能既是学术界关注的重点,也是实践界探讨的热点。基于“情境-过程-结果”分析框架对桂东P区的个案分析发现:该区依托“智护P区”数字平台实现了党建引领与数字赋能在基层网格化治理过程中的协同效应,也推动制度供给和数字技术的深度融合。在党建引领下,推动基层网格化治理从中央顶层设计、到地方政策配套、再到基层触底实践的衔接,在数字赋能下,推动了基层网格化治理的技术突破、产业革新与服务升级的优化,由此形成了以党建引领的制度供给和以数字赋能的技术支持,协同推进治理方式的创新,进而提升基层网格化治理效能,实现基层善治。In the context of continuously strengthening the supply of grassroots governance system in the country,how to improve the efficiency of grassroots governance is not only a focus of academic attention,but also a hot topic of practical exploration.Based on the"situation process result"analysis framework,a case study of P district in Eastern of Guangxi finds that the district has achieved a synergistic effect of party building leadership and digital empowerment in the grassroots grid governance process by relying on the"Intelligent Protection P district"digital platform,and has also promoted the deep integration of institutional supply and digital technology.Under the guidance of Party building,promote the integration of grassroots grid governance from central top-level design,to local policy support,and then to grassroots grassroots grassroots practice;Under digital empowerment,technological breakthroughs,industrial innovation,and service upgrades in grassroots grid governance have been promoted,resulting in institutional supply led by party building and technological support empowered by digital technology.This collaborative approach promotes innovation in governance methods,thereby enhancing the efficiency of grassroots grid governance and achieving good governance at the grassroots level.
