提升黄河下游河道安全保障能力的实践探索

摘　　要：近年来,山东省出台多项有力措施,加强黄河下游河道管理以及规范相关区域内的经济建设活动。山东省泰安市也依据相关规定和精神,开展河道管理和提升河道安全保障的有益探索。本文结合泰安市的实践经验,介绍其在河道安全保障中的有益做法,进而提出适合黄河下游河道管理特点、满足基层单位实际情况、具有较强操作性的策略建议。In recent years,Shandong Province has introduced a number of powerful measures to strengthen the management of the downstream of Yellow River and standardizing economic construction activities in related areas.Tai'an Municipality of Shandong Province also carries out beneficial exploration of river management and improving river safety according to relevant regulations and guidance.Based on the practical experience of Tai'an,this paper introduces the beneficial practices and factors in river channel security,and then puts forward some strategic suggestions that are suitable for the characteristics of Yellow downstream River′s channel management,with expectation to meet the practical situation of grass-roots agencies.
