摘　　要：在实现南北统一的背景下,隋朝统治者面临的首要问题是如何解决民众对新王朝的认同及对新秩序的遵守。隋文帝主要采取了以下巩固新政权的措施及策略:首先,大力宣传帝位合法性并实行民本政策,增强人们对隋政权的认同;其次,严格官员选拔和征集各方面人才,保障政治清明;再次,加强监管,强化中央政府权威,确保国家权力有效运行。通过上述措施的实施,加强了基层社会治理,重构了社会秩序,促进了社会稳定和经济发展。Against the backdrop of the unification of the north and south in the Sui dynasty,how to solve the problem of the public’s recognition of the new dynasty and their compliance with the new order was a primary and urgent issue.To this end,Emperor Wen of the Sui dynasty mainly took the following measures:firstly,vigor⁃ously promoting the legitimacy of the throne and implementing a people-oriented policy to enhance peo⁃ple’s recognition of the Sui regime;Secondly,strictly select and recruit talents from all walks of life to en⁃sure political integrity;Thirdly,strengthen supervision and reinforce the authority of the central govern⁃ment to ensure the effective implementation of state power.Through the implementation of the above mea⁃sures,grassroots social governance has been strengthened,social order has been reconstructed,and social stability and economic development have been promoted.
