运用WOD模式推进水利高质量发展初探

摘　　要：水安全保障导向型发展(WOD)模式作为创新型水利发展模式,为水安全保障项目投融资提供了一种可行路径,对推动水生态价值转换、促进区域产业经济高质量发展具有较大价值。基于XOD模式发展背景,指出XOD模式是满足不同现代发展需求的开发模式统称,WOD模式是XOD模式在水安全领域的具体运用,分析了WOD模式的概念内涵和重要意义,提出了WOD模式的逻辑框架。研究表明:运用WOD模式有助于改善水利财政保障资金不足、实现水生态产品价值,对推动新阶段水利高质量发展具有重要意义。当前运用WOD模式具备积极的政策环境、良好的基础条件、相关行业已开展探索实践等有利条件,但同时面临项目一体化设计要求高、土地联动开发存在一定风险因素、协调工作存在一定难度等制约因素。从理清实施路径、开展试点建设、深化政策改革、强化理论研究等方面提出了推进WOD模式实施的对策建议。Water-security-oriented development(WOD)model,as an innovative mode for water resources development,provides a feasible path for investment and financing of water security safeguarding projects,which has great value in promoting the transformation of water ecological value and high-quality industrial and economic development of the region.Under the background of X-Oriented Development mode(XOD)which is regarded as a general term of development modes that satisfies various needs,WOD shall be the specific application of XOD in the water security field.An analysis has been made on the conceptual connotation and significance of WOD mode,with an introduction of logical framework.The study indicates that WOD model may boost financial support and realize the value of aquatic ecological products,which is of great significance for promoting high-quality development of water resources in the new stage.The application of WOD model at present has favorable conditions such as sound policy environment,favorable basic conditions and exploration and practices in relevant industries.However,it also faces constraints such as high requirements for integrated design of projects,risk factors associated with combined development of land,and difficulties in coordination.Suggestions are made for the implementation of WOD model from the aspects of clarifying the implementation path,carrying out pilot construction,deepening policy reform,and strengthening theoretical research and studies.
