摘　　要：为了完善电梯安装的安全监管机制,本文基于电梯安装事故的牵头调查部门及监管部门涉及的相关法律法规和规定,研究探讨电梯安装过程中安全监管现状和方法,提出了在电梯安装过程中监管职责交叉所存在的问题以及从政府及各相关监管部门层面解决电梯安装安全监管的建议。研究结果表明:细化电梯安装过程中的部门监管职责和责任清单、提高电梯安装单位的准入门槛、强化联合执法方式,能够为提升电梯安装过程中的安全监管水平提供参考。To enhance the safety oversight mechanisms for elevator installation,this research investigates the present state and approaches to safety supervision during the elevator installation process.Given the relevant laws and regulations,as well as insights from the principal investigative and supervisory bodies for elevator installation accidents,it identifies the issue of overlapping supervisory responsibilities in this process.The research highlights this challenge and offers recommendations for enhancing safety oversight at the governmental and regulatory levels.The findings indicate that refining the delineation of departmental supervisory duties and responsibilities throughout elevator installation,elevating the entry requirements for elevator installation firms,and proposing collaborative law enforcement approaches would serve as valuable guidance for enhancing safety supervision throughout the elevator installation process.
