摘　　要：2021年,我国发布《国家标准化发展纲要》,将“推动标准化与科技创新互动发展”放到七大任务之首,成为国家发展和产业升级中重点关心、亟待解决的重大问题。科研是科技创新引领发展的第一动力,标准是驱动高质量发展的关键因素,科研与标准互动支撑和融合发展的程度决定了标准的高度、水平和竞争力,深刻影响着国家和产业的高质量发展进程。本文聚焦新质生产力视角下的科研与技术标准互动发展,并基于电力行业科研与技术标准实践探索经验,提出以“三全五型”为核心的科研与技术标准互动发展模式,为企业推进科研与技术标准互动发展提供科学、实用的方法和路径。In 2021,China released the Outline for National Standardization Development,putting“promoting the interactive development of standardization and scientific and technological innovation”at the top of the seven major tasks,which has become a major issue of key concerns and urgent needs to be resolved in national development and industrial upgrading.Scientific research is the primary driving force for scientific and technological innovation to lead development.Standards are the key factors driving high-quality development.The degree of interactive support and integrated development between scientific research and standards determines the quality,level,and competitiveness of standards,and deeply affects the high-quality development process of the country and industries.This paper focuses on the interactive development of scientific research and technical standards from the perspective of new-quality productive forces.Based on the practical exploration experience of scientific research and technical standards in the power industry,it proposes an interactive development model of scientific research and technical standards with“three methods and five practice types”as the core,providing scientific and practical methods and paths for enterprises to promote the interactive development of scientific research and technical standards.
