新质生产力引领农业种质资源创新保护的理论逻辑与实践驱动

摘　　要：农业种质资源是重要战略资源,是国家粮食安全和农业可持续发展的重要保障。基于新质生产力理论,农业种质资源创新保护是以创新驱动为根本动力、劳动者要素的优化升级为关键支点、劳动资料要素的智能化改造为重要抓手、劳动对象要素的拓宽为重要体现,最终实现各环节的协同发展。整体上看,产权制度、科技创新、人才培养、投融资等体制机制的改革完善为农业种质资源创新保护提供实践动力。新质生产力主要通过劳动力、劳动对象和劳动资料上的“新质态”驱动农业种质资源创新保护。因而,以新质生产力引领农业种质资源创新保护,能够为打好种业翻身仗、筑牢粮食安全屏障、实现乡村振兴和农业可持续发展提供助益。Agricultural germplasm resources are an important strategic resource and an important guarantee for national food security and agricultural sustainable development.The new quality productivity mainly drives the innovative protection of agricultural germplasm resources through the"new quality state"of labor force,labor object and labor data.Based on the theory of new quality productivity,innovative protection of agricultural germplasm resources takes innovation drive as the fundamental driving force,the optimization and upgrading of talent elements as the key fulcrum,the intelligent transformation of labor data elements as an important starting point,and the expansion of labor object elements as an important embodiment,and finally realizes the coordinated development of all links.On the whole,the reform and improvement of institutional mechanisms such as property rights system,scientific and technological innovation body,personnel training,investment and financing provide practical impetus for innovative protection of agricultural germplasm resources.Innovative protection of agricultural germplasm resources will be led by new quality productivity,the pace of development will be accelerated,the barrier of food security will be strengthened,the seed industry will recover,and the rural revitalization and sustainable agricultural development will be helped.
