高校权力问题的外部性分析及其规制策略研究

摘　　要：高校权力问题及其规制是大学治理的重点任务和关键环节。为揭示和阐明高校权力问题的基本规律与底层逻辑,将经典的外部性理论引入大学治理情境,提出并建构了集叙事和诊断于一体的高校权力问题分析框架。进一步分析认为,权力负外部性影响了高校办学资源使用效益、降低了大学治理效能,是引发高校权力问题的主要原因。为了有效规制高校权力问题,需要构建高校党委权威领导下的跨权力协调机制。基于OECD提出的跨权力协调分类方法,结合我国大学治理实际与权力外部性分析,将党委权威领导下的跨权力协调机制丰富为一致性机制、结构性机制、程序性机制和补偿性机制四个组成部分。The issue of power and regulation in universities is a key task and critical link in university governance.To reveal and clarify the basic laws and underlying logic of power issues in universities,the classic externality theory is introduced into the context of university governance,and a framework for analyzing power issues in universities that integrates narrative and diagnosis is proposed and constructed.Further analysis suggests that the negative externality of power affects the efficiency of the use of university resources and reduces the effectiveness of university governance,which is the main cause of power issues in universities.In order to effectively regulate the issue of power in universities,it is necessary to establish a cross power coordination mechanism under the authoritative leadership of university party committees.Based on the classification method of cross power coordination proposed by OECD,combined with the actual governance of Chinese universities and the analysis of power externalities,the cross power coordination mechanism under the authoritative leadership of the Party committee is enriched into four components:consistency mechanism,structural mechanism,procedural mechanism,and compensatory mechanism.
