摘　　要：随着隐患排查、自行监测、周边监测技术体系的不断完善,在产企业的土壤及地下水污染问题逐渐显现并受到关注。然而现有的土壤调查、风险评估、风险管控、治理修复等均主要针对终止生产经营活动的工业企业,对于在产企业的土壤污染防治问题,既缺乏明确的风险管控和修复要求,又尚未建立完善的监管体系。在论述我国在产企业土壤污染防治特点的基础上,进一步分析目前在产企业在土壤及地下水污染防治方面存在的困难,并结合国内现有在产企业风险管控案例,提出相应的对策,以期为后续在产企业的土壤及地下水污染防治工作,提供一定的参考。With the continuous improvement of hidden danger investigation,self-monitoring and peripheral monitoring technology system,the problem of soil and groundwater pollution in production enterprises has gradually emerged and attracted attention.However,the existing soil investigation,risk assessment,risk control,treatment and restoration are mainly targeted at industrial enterprises that have terminated production and operation activities,while for the soil pollution prevention and control of enterprises in production,there is a lack of clear risk control and restoration requirements,and a perfect regulatory system has not yet been established.On the basis of discussing the characteristics of soil pollution prevention and control in industrial enterprises in China,this paper will further analyze the current difficulties in soil and groundwater pollution prevention and control in industrial enterprises,and put forward corresponding countermeasures based on the cases of risk control in domestic industrial enterprises,in order to provide certain reference for the subsequent soil and groundwater pollution prevention and control in industrial enterprises.
