摘　　要：省级重点实验室是区域科技创新体系的重要组成部分,已经成为聚集和培养优秀科技人才、提升自主创新能力和核心竞争力、推动战略性新兴产业高质量发展的核心力量和重要平台。当前,各地区积极探索省级重点实验室重组改革,本文从建设目标、评估周期、评估内容、评估方式、评估结果及应用等维度总结了主要地区省级重点实验室重组改革举措;分析了省级重点实验室重组的效果,包括非省会城市实验室数量增加、新兴和特色领域实验室成为重点、企业创新主体地位得到体现、成果产出数量和质量稳步提升。最后,为了进一步优化实验室体系,发挥科研平台作用,提出动态管理实验室、优化体系布局、创新评价机制等对策建议。The provincial key laboratory is an important component of the regional scientific and technological innovation system,and becomes a critical force and platform for attracting and cultivating talent of science and technology,enhancing the level of innovation capabilities and core competitiveness,promoting high-quality development of strategic emerging industries.At present,some provinces are actively exploring the restructuring and reforming of provincial key laboratory.This paper sorts out the restructuring and reforming initiatives of provincial key laboratories from perspectives,such as the construction objectives,research field focus,evaluation cycle,evaluation content,evaluation mode,evaluation results and its application.Then,this paper analyzes the restructuring and reforming effectiveness of provincial key laboratories,such as the number of the provincial key laboratories increases,the emerging and characteristic fields of the provincial key laboratories become the focus,the quantity and quality of outputs achieve high level.Finally,in order to further optimize the laboratory system and realize its function,the corresponding suggestions are put forward which include to establish dynamic management mechanism,optimize the layout,and innovate evaluation model.
