摘 要:针对现代战争条件下陆军作战部队评估指标繁多,难以综合和定量评估的问题,将难以量化的综合指标逐级分解为易于量化的性能指标,构建陆军部队作战能力的三级评价体系,最底层的指标可根据部队装备和评估科目灵活设置。通过各层级指标之间的相关性分析,使用网络分析法(ANP)进行聚合,得出作战部队的六维能力图。聚合后的指标数据利用ANP-熵权法计算组合权重,在保证决策者经验的基础上考虑数据客观性,得出作战能力综合评估结果。To solve the problem of numerous evaluation indicators of combat forces in modern warfare,which are difficult to evaluate comprehensively and quantitatively,the comprehensive indicators that are difficult to be quantifed are decomposed into performance indicators that are easy to be quantifed level by level,and a three-level evaluation system for the combat capability of the army forces is constructed.The lowest level evaluation indicators can be flexibly set according to the military equipment and evaluation subjects.Through the correlation analysis of indicators at all levels,the network analysis process(ANP)is used to make aggregation,and the six dimensional capability map of combat forces is obtained.The combined weight of aggregated index data is calculated with ANP-entropy weight method.On the basis of ensuring the experience of decision-makers,the data objectivity is considered,and the comprehensive evaluation results of combat capability are obtained.
