摘　　要：文章梳理了新加坡公共图书馆发展的政策与法案,并根据政策发布的时间节点将新加坡基层图书馆的发展划分为四个阶段。总结了新加坡基层图书馆在馆舍、馆藏以及运营模式方面的主要特征,最后提出了四条启示与建议:坚持依据标准建设,注重用户需求,促进基层机构融合,助力城市化发展。This paper reviews the policies and laws on the development of public libraries in Singapore,and divides the development of grass-roots libraries in Singapore into four stages according to the time node when the policies are released,and summarizes the main characteristics of the building,collection,and operation involved in the construction of grass-roots libraries in Singapore.Finally,it puts forward four inspirations and suggestions for the development of grass-roots libraries in China:develop grass-roots libraries by standards,pay attention to user needs,promote the integration of grass-roots institutions,and help to boost urbanization.
