江苏沿海经济带高质量发展水平测度、非均衡性及障碍因子识别

摘　　要：从江苏区域发展实际出发,以新发展理念为引领构建江苏沿海经济带高质量发展水平评价指标体系,选用熵权法测度江苏沿海经济带高质量发展水平。运用Dagum基尼系数和障碍度模型揭示其高质量发展非均衡性特征和障碍因子。主要研究结论:(1)2008—2022年,该经济带整体高质量发展水平长期向好,但仍处于较低水平,空间上表现为“南高北低”,南通市县域发展优于连云港市和盐城市县域;(2)各子系统中,绿色发展水平最高,协调发展水平次之,共享发展水平稳中向好,创新发展和开放发展水平不佳;(3)组内差异贡献度最小,且变化不明显,组间差异是总体差异的主要来源,贡献度有所下降,超变密度贡献度有所提升,组内和组间差异具有一定程度的交叉重叠现象;(4)各县域的经济发展水平、战略定位和发展目标存在差异,导致每个县域的主要障碍因子不尽相同,但也有一定的相似性,障碍因子集中在创新发展、开放发展和共享发展中。最后,研究从加强科技创新、深化双向开放等角度给出建议,以期为科学谋划未来发展提供参考依据,助推江苏区域协调发展和中国式现代化建设。Starting from the actual development of Jiangsu region and guided by the new development concept,an evaluation index system for the high-quality development level of Jiangsu coastal economic belt is constructed,and the entropy weight method is used to measure the high-quality development level of Jiangsu coastal economic belt.The Dagum Gini coefficient and barrier level model are used to reveal the non-equilibrium characteristics and barrier factors of high-quality development.Main research conclusions are as follows.From 2008 to 2022,the overall high-quality development level of the economic belt has been improving for a long time,but it is still at a relatively low level.In terms of space,it is characterized by“high in the south and low in the north”,and the development of counties in Nantong City is better than that in Lianyungang City and Yancheng City.Among all subsystems,the level of green development is the highest,followed by the level of coordinated development,the level of shared development is steadily improving,and the level of innovative and open development is not good.The contribution of intra group differences is the smallest and the changes are not significant.Inter group differences are the main source of overall differences,with a decrease in contribution and an increase in super variable density contribution.There is a certain degree of overlap between intra group and inter group differences.There are differences in the economic development level,strategic positioning,and development goals of each county,resulting in different main obstacles for each county,but there are also certain similarities,with obstacles concentrated in innovative development,open development,and shared development.Finally,the study gives suggestions from the perspectives of strengthening scientific and technological innovation and deepening two-way opening,with a view to providing a reference basis for scientific planning for future development,and boosting the coordinated development of Jiangsu region and the cons
