摘　　要：理论来源于实践。“统筹发展和安全”理论是习近平总书记在百年未有之大变局加速演进,中国式现代化面临政治、经济、文化、社会、生态安全风险挑战,中华民族伟大复兴可能遭遇被迟滞甚至中断风险的国际和国内背景下提出的。其核心内容是树立安全发展理念、坚持发展和安全并重、实现发展和安全的良性互动。“统筹发展和安全”理论是习近平新时代中国特色社会主义思想的重要组成部分,是马克思主义中国化、时代化的最新成果,不仅对丰富和发展中国特色社会主义理论、马克思主义政治经济学具有重要的理论意义,对成功应对各种风险挑战,以中国式现代化实现中华民族伟大复兴具有现实指导意义,对巩固社会主义制度具有重要的历史意义,而且对人类实现和平发展具有世界意义。Theory comes from practice.The theory of“Balancing development and security”was put forward by General Secretary Xi Jinping in the international and domestic context of the acceleration of profound changes unseen in a century,the political,economic,cultural,social and ecological security risks and challenges of Chinese path to modernization,and the risk of delays or even interruptions in the great rejuvenation of the Chinese nation.Its core content is to establish the concept of safe development,adhere to the equal emphasis on development and security,and realize the benign interaction between development and security.The theory of“Balancing development and security”is an important part of Xi Jinping’s theory of socialism with Chinese characteristics in the new era,and the latest achievement of Marxism in China and the times,which not only has important theoretical significance for enriching and developing the theory of socialism with Chinese characteristics and Marxist political economy,but also has practical guiding significance for successfully coping with various risks and challenges and realizing the great rejuvenation of the Chinese nation with Chinese path to modernization,has important historical significance for consolidating the socialist system,and has world significance for mankind to achieve peaceful development.
