东北全面振兴实现新突破中的产业发展与政策建议

摘　　要：基于产业结构调整升级的视角,东北地区产业发展主要存在产业结构“逆库兹涅茨化”“去工业化”、传统优势产业竞争力下降与新质生产力培育不足并存、国有经济占比高与利润低并存等问题。剖析问题后发现,生产关系不能适应生产力发展,产业集群形成的条件不足,研发投入和科研成果就地产业转化能力偏低,产业市场拓展与辐射能力弱等,是主要原因。为了解决这些产业发展问题,推动东北地区产业结构调整升级、培育新质生产力,政策层面需要以推进新型工业化为核心促进产业结构优化升级,以强链延链建链补链为抓手打造先进制造业集群,以提升企业科技创新水平为重点促进创新链与产业链深度融合,以打造向北开放新高地为机遇加快融入国内国际双循环。Based on the perspective of industrial structure adjustment and upgrading,the industrial development in Northeast China mainly has the problems of“reverse Kuznets”and“deindustrialization”of industrial structure,the coexistence of the decline of the competitiveness of traditional advantageous industries and the insufficient cultivation of new quality productivity,and the coexistence of high proportion of state-owned economy and low profits.After analyzing the problems,it is found that the production relations cannot adapt to the development of productive forces,the conditions for the formation of industrial clusters are insufficient,the R&D investment and the ability of scientific research achievements to transform local industries are low,and the industrial market expansion and radiation capacity are weak.In order to solve these industrial development problems,promote the adjustment and upgrading of the industrial structure in Northeast China,and cultivate new quality productivity,the policy level needs to promote the optimization and upgrading of the industrial structure with the promotion of new industrialization as the core,build an advanced manufacturing cluster with the strengthening of the chain,extend the chain,build the chain and supplement the chain,focus on improving the level of scientific and technological innovation of enterprises,promote the deep integration of the innovation chain and the industrial chain,and accelerate the integration into the domestic and international dual circulation by creating a new highland for opening up to the north.
