摘　　要：经济循环是资本循环和商品流通的交错,经济循环畅通要求预付到流通中的货币流回到它的起点、国家-部类×国家-部类维度的再生产平衡公式成立。资本主义生产的内在规律和竞争的强制规律使循环畅通的条件难以满足,技术进步单纯作为价值增殖手段的资本积累引起四大部类相继出现产能过剩。产能过剩导致经济循环受阻,消费需求和投资需求收缩、预付资本增殖能力降低,经济增速因此下降,这可从纳入产能利用率的经济增长公式得到反映。国际国内经验数据表明,产能利用率、经济循环速度、经济增长速度呈相似走势,2008年金融危机之前上升,危机爆发时大幅下降,经历“V型”反转后趋于下降。我国的产能利用率下降、循环不畅、增速放慢的原因与资本主义市场经济有本质区别。为实现我国经济在风云变幻的世界经济中平稳较快发展,必须加快构建新发展格局,畅通“大循环”和“双循环”。统筹提高供给质量和扩大国内需求、构建人类命运共同体是关键举措。In recent years,the global economy has been sluggish,the momentum of the international economic circulation has weakened,China's economic circulation has been blocked,and economic growth has decelerated.In order to ensure that China's economy will always survive and develop with vigor,and successfully achieve the goal of building a great modern socialist country in an all-round way under the background of the instable and uncertain international situation,the CPC Central Committee with Comrade Xi Jinping as its core has made a great decision to build the new development paradigm by judging the hour and size up the situation.Expanding Marx's theory of social reproduction into open economy and studying the reasons for the deceleration of economic growth with economic circulation as pointcuts are of great significance to the stable development of Chinese economy in the changing world economy.Based on Marx's theory of social reproduction and capital accumulation and Xi Jinping's important discussion on building the new development paradigm,combining theoretical analysis and mathematical analysis,and using data provided by World Bank,Groningen Growth and Development Center,National Bureau of Statistics of China,etc.,this paper conducts a study on the relationship between economic circulation,capacity utilization,and economic growth in open economy.First,we construct a social reproduction scheme in open economy and grasp the economic circulation and the conditions of smooth circulation in understanding the new development paradigm.Secondly,based on the expanded social reproduction scheme,we analyze the main reasons for overcapacity and obstruction of the economic circulation,and construct a non-equilibrium economic growth model to analyze the impact of overcapacity and obstruction of the circulation on economic growth.Thirdly,we use domestic and international data for empirical analysis.Finally,we discuss the impact of scientific and technological progress on economic circulation and economic growth,and respond to the�
