摘 要:渤海某终端处理厂靠海而建,具有高温、高湿热、强辐射和高盐度等特点,设计建造时外腐蚀防护等级偏低,腐蚀形势严峻。历年来多次改造和维护维修,但更换、维修速度远比不上外腐蚀速度,存在多处设备、管线涂层破损、腐蚀减薄等隐患。“先腐蚀再治理”的被动治理理念无法从根本上解决问题。通过提升设备设施本质安全、建立全面感知系统、编制防治一体化方案等措施,建立以“源头防、过程控、综合治”为总体思路的主动防腐体系,分级分类管控,把腐蚀风险的防治关口前移,从根本上扭转处理厂外腐蚀防护形势,减少因为外腐蚀导致的泄漏事故。The terminal processing plant in Bohai is built in coastal areas,where the environment is characterized by high temperature,high humidity,strong radiation and high salinity.The corrosion situation is serious due to low standard design,poor climate circumstance.Over the years,multiple renovations and repairs have been carried out,but the speed of replacement and repair is far behind that of external corrosion,and there are hidden dangers such as coating damages and corrosion thinning of the equipment and pipeline.The passive approach of"corrode first,then remediate"has proven insufficient in addressing these issues fundamentally.To rectify the situation,the following measures are being implemented:enhancing the intrinsic safety of equipment and facilities,establishing a comprehensive sensing system,and developing an integrated prevention and control plan,etc.These actions aim to establish an active corrosion management system centered around the overarching concept of“source prevention,processe control and comprehensive treatment”.This system involves hierarchical and categorized risk management,by which actions are taken in advance against corrosion risk,and effectively reverses the prevailing external corrosion protection situation at the processing plant. By doing so, it seeks to significantly reduce the leakage incidentscaused by external corrosion, ensuring enhanced safety and reliability of the facility.
