摘 要:作为高速铁路重要行车设备之一,自然灾害及异物侵限监测系统为高铁沿线提供风、雨、雪等基础外部环境数据和异物侵限、地震等灾害预警信息,通过触发相关行车管制条件,确保列车运行安全。若该系统发生故障,会影响高铁沿线气象及自然灾害的正常监测,给铁路运输安全带来一定隐患。为了快速定位故障点位,并做出相应的应急处置,在分析系统结构及相关专业部门职责分工基础上,以异物侵限红网故障案例为切入点进行深入剖析,从判定故障/障碍等级、规范应急处置响应流程、确立应急处置关键项3个方面,提高系统安全系数,并得出以下结论:在应急处置过程中,一是要对故障/障碍进行等级判定;二是要根据影响范围,按流程做好故障节点的分析、判断及处置;三是要知晓应急处置过程中可能存在的作业禁止性行为和人身伤害安全风险隐患。同时针对设备实际运维情况,提出改进系统电源和改善监测终端维护的优化建议,确保高铁灾害监测系统安全、稳定运行。As one of the important running equipment of high speed railway,the natural disaster and foreign object intrusion monitoring system provides basic data of external environmental conditions such as wind,rain and snow as well as warnings on disasters such as foreign object intrusion and earthquake.It triggers relevant traffic control conditions to ensure train operation safety.The system failure will affect the normal monitoring of meteorological and natural disasters along high speed railways and cause potential hazards to railway transportation safety.To ensure quick location of failure points and adequate emergency response,the research analyzes the system structure and the division of responsibilities of relevant professional departments.On this basis,the research further makes in-depth analysis on cases of failures in foreign object intrusion detection systems and proposes the way to improve the system safety factor from three aspects:to determine the fault/obstacle level,standardize the emergency response process,and establish the key items of emergency response.The research draws the following conclusions:first,the level of failure and obstacle shall be determined in the process of emergency response;second,the failure nodes shall be analyzed,judged and handled according to the scope of influence following the process;third,the prohibited actions and personal injury hazards in emergency response shall be identified.In addition to that,the research puts forward some suggestions to improve the power supply and the monitoring terminal maintenance according to the actual operation and maintenance of the equipment,thus ensuring the safe and stable operation of the high-speed railway disaster monitoring system.
