摘 要:基于2013年发布的《国家科技计划及专项资金后补助管理规定》,探讨企业“言多行少”的创新策略对创新补助获取的影响是否存在阶段性差异。研究发现,在创新前补助阶段,“言多行少”的企业获得了更多的创新补助;而在创新后补助阶段,“言多行少”反而会抑制企业获得创新补助。异质性分析发现,市场化程度的提升、媒体负面报道能抑制“言多行少”的企业获得创新补助,但只在创新后补助阶段存在显著影响;同时,“言多行少”企业的资源利用方式也存在阶段性差异,在创新前补助阶段,相比于其他企业,“言多行少”的企业获得创新补助后,进行了更多的策略性创新,但在创新后补助阶段,两者不存在资源利用方式的显著差异。Based on the Regulations on the Administration of Post-Subsidy for National Science and Technology Plans and Special Funds issued in 2013,the study explores whether there is any stage difference in the impact of firms’“more words and less action”innovation strategy on innovation subsidies.It is found that in the pre-innovation subsidy stage,firms characterized by“more words and less action”obtain more innovation subsidies,while in the post-innovation subsidy stage,such firms obtain less innovation subsidies.Heterogeneity analysis reveals that the increase of marketization and negative media reports can inhibit the access to innovation subsidies by firms with“more words and less action”,but this effect is observed only in the post-innovation subsidy stage.Meanwhile,there is also a difference in the resource utilization patterns of firms with“more words and less action”.In the pre-innovation subsidy stage,these firms are more strategic in innovating after obtaining innovation subsidies than other firms,but in the post-innovation subsidy stage,there is no significant difference in resource utilization patterns within these firms compared to others.
