基层绩效与政府信任:以上海“人民城市”社区公共服务设施建设为例

摘　　要：既有的政府信任研究,或主要强调文化价值观的影响,或集中考察政府主观评价、政府内部绩效、政府宏观绩效的影响,缺少对政府基层绩效的关注。新时代以来,各大城市都在加强社区公共服务设施建设,上海作为“人民城市”理念提出地,在全国率先提出打造“15分钟社区生活圈”,以此为载体完善社区各类公共服务功能,这为我们考察政府基层绩效对央地两级政府信任的影响提供了新的视角和机会。基于“上海都市社区调查”(SUNS)和城市兴趣点(POI)数据的实证研究发现:以15分钟可达性为代表的城市社区公共服务设施建设是政府基层绩效的有效测量指标;社区公共服务设施建设不仅能显著提升地方政府信任从而改善央强地弱的差序信任格局,还能有效抑制后物质主义价值观对政府信任的负向影响;其影响机制是通过提升社会公平感和政府满意度来实现的。Research on government trust has mainly emphasized the influence of cultural values or focused on the influence of subjective government evaluations,internal government performance,and macro government performance.There is a lack of attention to the government grassroots performance.Recently,major cities have been strengthening the construction of community public service facilities.Shanghai,as the place where the concept of“People’s City”was put forward,has taken the lead in creating a“15-minute community-life circle”as a carrier to improve community public service functions.This provides a new perspective and opportunity to examine the influence of government grassroots performance on government trust at both central and local levels.The empirical study is based on the Shanghai Urban Neighborhood Survey(SUNS)and Points of Interest(POI)data.It is found that the construction of urban community public service facilities,represented by 15-minute accessibility,is an effective indicator of government grassroots performance.The construction performance can not only significantly improve local government trust and thus improve the unbalanced trust pattern of the central government and the local government,but also effectively inhibit the negative impact of the post-materialism values on the government trust.The mechanism of its impact is realized by increasing the sense of social fairness and government satisfaction.
