摘 要:1918年,北京政府海军部与日本三井洋行订约,允许其在双桥建造无线电台,此后双方多次讨论电台的技术变更问题,海军部担心受到讹诈而始终提防。当时动荡的社会政治环境,美国和日本关于无线电合同的外交争端,严重阻碍了双桥无线电台的工期和北京政府的接收工作。双桥无线电台的技术水平和通信能力亦受到各方质疑,这也成为交通部推进由美商另建电台的理由。北京政府并不掌握技术和外交的主导权,被迫成为美、日技术政治的受动者,这就导致它推行技术政治的尝试缺乏稳定性和计划性,并未通过无线电台工程实现现代化和通信国际化等政治目标。The Beijing Government's Navy Department signed a contract with Japan's Mitsui Corporation in 1918,allowing it to build a radio station in Shuangqiao.The two parties frequently discussed technical changes of the radio station,and the Navy Department was always on guard against potential frauds.The turbulent socio-political environment and the diplomatic dispute between the United States and Japan over radio contracts severely hampered the station's construction schedule and reception operations.The technical level and communication capabilities of Shuangqiao Radio Station were widely questioned,which became a reason for the Ministry of Communications to push for the construction of another station by an American company.The Beijing Government didn't have the upper hand in technology and diplomacy,forcing it to become a passive participant in the technopolitics of the U.S.and Japan.This led to a lack of stability and planning in its attempt to promote technopolitics,and it didn't achieve the political goal of realizing the modernization and internationalization of communications through the radio project.
