摘　　要：构建优势互补、高质量发展的区域足球治理体系是推动我国足球事业全面深化改革的重要内容。从《中国足球改革发展总体方案》的实践内容与堵点困境出发,立足国情与借鉴国际经验相结合,提出我国区域足球治理体系建设的改革方向。研究认为,审视足球发达国家的区域足球治理经验与案例,国家宏观政策、地方经济规模与足球价值内涵是支撑我国区域足球治理改革的基本条件。基于此,依托我国地方经济社会实践中“地瓜理论”的指导思想,我国区域足球治理改革应以竞赛平台为“藤蔓”、视不同类型的足球组织为“养分”、将区域经济社会环境作“根基”,形成多层级、分工有序的现代化区域足球发展体系,以在国家区域重大战略中践行新发展理念、推动足球运动高质量发展。The construction of a regional football governance system with complementary advantages and high-quality development should be an important content to promote the comprehensive and further reform of Chinese football.This study,based on on the practical contents and blocking dilemmas of General plan of Chinese football reform and development,combines the national situation with international experience to propose a reform direction for the construction of Chinese regional football governance system.The study concludes that investigation of the football governance experience in football developed countries,the national macro-policy along with the scale of the local economy and the connotation of football values of are the basic conditions to support the reform of Chinese regional football governance.Therefore,relying on the guiding principle of“sweet potato theory”in Chinese local economic and social practice,the reform of Chinese regional football governance should take the competition platform as“vine”,various types of football organizations as“nutrients”,and the regional economic and social environment as“root”,to form the modern regional football development system with multiple levels and reasonable division,which will become an important carrier for demonstrating the role of sports in the major national regional strategies to practise the new development concept and promote high-quality development.
