摘 要:厘清我国开展科技信贷业务的实践模式,有助于提高商业银行精准识别与服务科技型企业的能力,高效率支持科技企业创新发展。通过梳理和分析商业银行对科技型企业认定与信用评价的三类模式,正确把握以政府认定名录和垂直细分行业为界的传统拓客模式、借助企业创新积分制和科技金融综合服务平台的新型政策工具以及数据驱动的信用评价方法的创新实践与经营特点;针对金融机构对科技型企业认定与信用评价标准不统一、技术能力与信用评估困难、科技金融服务能力整体较弱等问题,建议建立完善科技信用体系,加强技术与公共信用信息归集共享,推进科技信用评价指标体系与模型标准化建设,提高征信机构与金融机构科技信用评估能力,促进评估结果广泛应用。Clarifying the practice mode of carrying out science and technology credit business in China is helpful to improve the ability of commercial banks to accurately identify and serve science and technology enterprises,and efficiently support the innovation and development of science and technology enterprises.By sorting out and analyzing the operation characteristics and innovative practices of commercial banks in the three models of recognition and credit evaluation of technology enterprises,the paper accurately grasps the traditional expansion model with government recognition list and vertical subdivision industry as the boundary,and makes use of the new policy tools of enterprise innovation score system and comprehensive service platform of science and technology finance,as well as data-driven credit evaluation methods.In view of the problems existing in science and technology financial services,such as lack of uniformity in the identification and credit evaluation standards of science and technology enterprises,the difficulty in technical capacity and credit assessment,and the overall weakness of science and technology financial service capabilities,it is recommended to establish and improve the science and technology credit system,strengthen the aggregation and sharing of technology and public credit information,promote the standardization of science and technology credit evaluation index systems and models,improve the ability of credit reporting institutions and financial institutions to assess science and technology credit,and promote the widespread application of assessment results.
