从问题倒逼到动力塑造:新时代全面深化改革的宝贵经验

摘　　要：改革开放是党和人民事业大踏步赶上时代的基本国策与重要法宝,全面深化改革是中国式现代化不断取得成功的根本举措与宝贵经验。从2013年党的十八届三中全会到2024年党的二十届三中全会,新时代全面深化改革的十余年历程实现了从建构中国式现代化的问题倒逼意识到塑造中国式现代化的内生动力体系的转变。本文从创建中国式现代化的永续制度动力、持续发展动力、赓续革新动力等内生动力体系出发,在制度建设、关系再造、政治主导力量等层面系统总结了新时代全面深化改革的历史进程与基本经验,并对全面深化改革所涉及到的若干重大关系问题进行了系统分析,以期为进一步全面深化改革、推进中国式现代化提供可资借鉴的理论与实践资源,进而通过以执政党组织建设统领制度建设、人的主观能动性与善治的发展进程,开创“良心+良制+良治”的中国特色社会主义新型发展道路。Reform and opening up is the basic national policy and an important tool for the Party and the people to catch up with the times in great strides,and comprehensively deepening reform is the fundamental measure and valuable experience for the continuous success of Chinese modernization.From the third plenary session of the 18th Central Committee of the Communist Party of China in 2013 to the third plenary session of the 20th Central Committee of the Communist Party of China in 2024,the process of comprehensively deepening reform in the New Era has realized the transformation from the problem-oriented consciousness to shaping the endogenous dynamic system of Chinese modernization.Starting from constructing endogenous dynamic systems such as sustainable institutional impetus,sustainable development impetus and continuous innovation impetus of Chinese modernization,this paper systematically summarizes the historical process and basic experience of comprehensively deepening reform in the New Era in terms of institutional construction,relationship reconstruction and political leading force,and systematically analyzes several major relationship issues involved in comprehensively deepening reform period.It is expected to provide theoretical and practical resources for further deepening reform comprehensively and advancing Chinese modernization,and then create a new development path of socialism with Chinese characteristics of good human nature,good system and good governance through the organizational construction of the ruling party to combine the development process of system construction,human subjective initiative with good governance.
