摘 要:征收城市运营车辆停车费逐渐成为城市交通管理决策者解决交通拥堵的一项重要政策。这是以市场手段的方式调节车辆出行规律,避免车辆集中出行导致城市交通拥堵造成城市交通的外部不经济。文章将以广州某货物转运中心为例,以该区域在某些特定时段交通持续性拥堵的影响为基础,研究采取停车收费政策来调节出行者出行时间,并从停车收费水平、收费结构、收费对象以及计费的方式等几个角度对交通部门制定收费政策提出建议,以期解决该区域长期存在的特定时段交通拥堵的积瘤。Levying parking fees for urban operating vehicles has gradually become an important policy for urban traffic management decision-makers to solve traffic congestion.This is a market-based approach to regulating vehicle travel patterns,avoiding external uneconomic caused by urban traffic congestion caused by concentrated vehicle travel.This paper will take a freight forwarding center in Guangzhou as an example,and based on the impact of sustained traffic congestion in certain specific periods of time in the area,study the adoption of parking fee policies to regulate travelers'travel time.Suggestions will be made for the transportation department to formulate fee policies from the perspectives of parking fee level,fee structure,fee objects,and billing methods,in order to solve the long-term accumulation of traffic congestion in specific periods of time in the area.
