韩国尹锡悦政府《国家安全战略》探析

摘　　要：韩国尹锡悦政府发布《国家安全战略》,为2023-2026年外交安保走向确立基本框架。该战略将朝鲜核导能力提升列为首要安全关切,对中美战略博弈、经济安全高度关注,再次向保守型安全观倾斜,并做出韩美同盟转型升级、强化韩美日安全合作和以所谓“价值观外交”为导向等重大政策调整。韩国更加注重强化同盟友和伙伴的安全合作,着力发展国防能力,实施更加积极主动的全球“贡献外交”。该战略妨碍中韩关系发展和东北亚地区局势稳定,面临韩朝关系僵化、韩日关系波动和韩国国内在野党及进步势力牵制等诸多因素的制约。中国应高度关注该战略实施动态,通过深化中韩各领域合作、强化沟通交流等方式进行战略对冲。The Yoon Seok-yeol administration of ROK has released a new version of its National Security Strategy after five years,establishing a basic framework for the diplomatic and security direction from 2023 to 2026.The strategy lists the improvement of DPRK’s nuclear and missile capabilities as the primary security concern,pays great attention to the strategic game between China and the U.S.and economic security,and tilts towards a conservative view of security once again,as well as making major policy adjustments such as transforming and upgrading the ROK-U.S.alliance,strengthening ROK-U.S.-Japan security cooperation,and orienting itself towards the so-called“values diplomacy”.ROK has focused more on strengthening security cooperation with allies and partners,developing its national defense capabilities,and implementing a more proactive“global contribution diplomacy”.This strategy has hampered the development of China-ROK relations and the stabilization of the Northeast Asian region,and has been constrained by a number of factors,including the stalemate in inter-Korean relations,fluctuations in ROK-Japan relations,and the constraints imposed by the opposition party and the progressive forces in ROK.China should pay close attention to the dynamics of the implementation of this strategy and make strategic countermeasures by deepening the cooperation between China and ROK in various fields and strengthening communication.
