摘 要:民国时期,随着传统中国向近代国家过渡,延续千百年的郡县制度面临重大挑战。中央政府为加强边疆民族社会的行政效力,重启萌芽于清光绪年间的设治局制度并对其赋予新解,以期推进新县制。其间,青海东部以及中南部腹地先后建立多个设治局,用以实现对蒙藏社会的行政控制,但架构潦草、徒有虚名,又因时局困顿,最终仅有少数设治局转县,多数流于形式且最终裁撤荒置。究其原因,行政权责厘定不清、民族关系错综复杂、地方政治生态等因素影响巨大。Along with the transition from empire China to a nation-state county during the period of the Republic of China,the county system that had existed for thousands of years has faced major challenges.In order to enhance the administrative effectiveness in the border regions and ethnic minority communities,the central government has restarted the system of administrative bureaus,which had initiated in the late Qing Dynasty,and gave it a new interpretation,in order to promote the new county system.At that time,several administrative bureaus have been established in the eastern and south-central regions of Qinghai,with the aim of achieving administrative control over the Mongolian and Tibetan communities.However,the structure of the administrative bureaus was haphazard lacking substantive contents,and due to the difficult political situation in Qinghai,very few of the administrative bureaus were eventually transformed into counties while most have remained in name only and were eventually abandoned.The main reasons for this were unclear delineation of administrative authority and responsibilities,complex ethnic relations,and the influence of local political ecology.
