摘 要:生态文明建设促进人与自然和谐共生,科学、客观地测度生态文明建设水平,有利于指导和推进生态文明建设。文章通过使用遥感生态指数衡量生态环境质量,基于“创新、协调、绿色、开放、共享”五大发展理念构建经济高质量发展指标体系,建立综合评价函数,并引入耦合协调模型,以国家重点生态功能区黄山区为例,对2005-2020年黄山区生态-经济耦合协调度及生态文明建设水平进行实证研究。结果表明:黄山区遥感生态指数从0.661上升至0.786,生态环境质量整体呈上升态势,其中正相关的绿度和湿度指标大幅上升,负相关的热度和干度指标有所下降。经济高质量发展水平从0.206上升至0.711,呈现快速增长趋势,黄山区经济发展稳步提高。黄山区生态环境质量和经济高质量发展的耦合协调度从0.608上升至0.865,经历了初级协调、中级协调和良好协调3个阶段,呈稳步增长态势。根据耦合协调度结果,黄山区生态文明建设水平从中级水平逐步提升至较高水平。但在当前社会经济发展阶段,黄山区生态文明建设仍是一项长期而艰巨的任务。The construction of ecological civilization promotes harmonious coexistence between human and nature.Scientific and objective measurement of the degree of ecological construction is conducive to guid-ing and promoting the ecological protection.This paper uses remote sensing ecological index(RSEI)to measure the quality of ecological environment and constructs a high-quality economic development index system based on the five development concepts of“innovation,harmonization,green,openness and sha-ring”.A comprehensive evaluation function is developed,and the coupling coordination model method is introduced.This study takes Huangshan District,a national key ecological function area as an example to make an empirical study on the eco-economic coupling coordination degree and ecological construction of Huangshan District from 2005 to 2020.The results showed that RSEI index in Huangshan District in-creased from 0.661 to 0.786.The ecological environment quality showed an increasing trend year by year in which the positive correlation indexes of greenness and humidity increased significantly while the nega-tive correlation indexes of heat and dryness decreased.The level of high-quality economic development in-creased from 0.206 to 0.711,showing a rapid growth trend and the economic development of Huangshan District improved steadily.In addition,the coupling coordination degree between ecological environment quality and economic high-quality development in Huangshan District increased from 0.608 to 0.865.It has experienced three stages of primary coordination,intermediate coordination and good coordination,showing a steady growth trend.According to the results of coupling coordination degree,the ecological construction in Huangshan District has gradually increased from the intermediate level to the higher level although the task remains a long-term and arduous one.
