摘　　要：在新的历史条件下,数字经济成为驱动海洋产业结构升级的新动能,更是引领海洋经济高质量发展的重要动力。在阐明数字经济对海洋产业结构优化影响机制的基础上,通过构建综合评价体系测算得到2011-2018年11个沿海地区的数字经济发展指数和海洋产业结构升级指数,在实证层面检验了数字经济对海洋产业结构升级的传导机制、影响效应和区域异质性:数字经济对海洋产业结构升级具有显著正影响,并呈现明显的区域异质性,长江流域以北地区获得了更大的数字经济溢出红利;数字经济可以通过增强海洋科技创新能力驱动海洋产业结构升级。因此,在海洋资源被过度开发等现实问题下,重视海洋高质量发展,就要把握住数字经济高速发展的机遇,完善海洋科技研发、转化与应用体系,推动数字经济与海洋经济融合发展,提高海洋资源利用效率,从而助力海洋产业实现更高水平发展。Under the new historical conditions,digital economy has become a new driving force driving the upgrading of Marine industrial structure and an important driving force leading the high-quality development of Marine economy.Based on clarifying the impact mechanism of the digital economy on the Marine industry structure optimization mechanism,this paper construct a comprehensive evaluation system to measure the digital economy development index and the marine industrial structure upgrade index for 11 coastal areas from 2011 to 2018.At the empirical level,the transmission mechanism,effect,and regional heterogeneity of the digital economy on the upgrading of the Marine industrial structure are tested:Digital economy has a significant positive impact on the upgrading of Marine industrial structure,and presents obvious regional heterogeneity,with the areas north of the Yangtze River Basin gaining more digital economy spillover benefits;Digital economy can drive the upgrading of Marine industrial structure by enhancing the innovation capacity of Marine science and technology.Therefore,in light of the reality of excessive development of marine resources and other issues,to emphasize high-quality development of the Marine,it is necessary to seize the opportunity of digital economy high speed development,perfect the system of the Marine science and technology research and development,transformation and application,promote the development of digital economy and Marine economic integration,increase the efficiency of utilization of Marine resources,thereby helping the Marine industry achieve higher-level development.
