摘　　要：科技创新能力直接影响区域内的经济发展质量、人民生活富裕程度。而科技创新能力是多种因素共同作用的结果,试从科技创新投入、科技创新成果产出和政府科技创新支持等方面构建评价指标体系,运用熵值法,对安徽省16地市的科技创新能力进行测评。结果显示:2017—2021年安徽省的科技创新水平较低,研发人员、发明专利和科技论文是导致各地科技创新水平高低的主要影响因素。相关职能部门后期还需要在深挖区域内的科技资源优势、探索企业与外部单位的科技创新合作、促进科技创新成果产业化等方面,优化科技创新政策,提升安徽省的科技创新水平。The scientific and technological innovation capacity directly affects the quality of economic development and people′s living standards within a region.Technological innovation capacity is the result of the interplay of various factors.This article constructs an evaluation index system from aspects such as technological innovation input,output of technological innovation achievements,and government support for technological innovation,using the entropy method to assess the technological innovation capabilities of 16 cities in Anhui Province.The results show that from 2017 to 2021,the level of technological innovation in Anhui Province was relatively low;R&D personnel,invention patents,and scientific papers were the main factors affecting the varying levels of technological innovation in different areas.Going forward,it is necessary to further tap into the regional advantages in scientific and technological resources,explore cooperation in technological innovation between enterprises and external entities,and promote the industrialization of scientific and technological innovation outcomes.Optimizing policies for technological innovation will enhance the level of scientific and technological innovation in Anhui Province.
