数据确权、规模差异与平台跨界成长

摘　　要：数字经济发展对商业模式创新具有深刻影响,也给经济社会治理带来诸多新挑战。用户个人信息权益主张的响应,以及消费者信息保护的问题也引起社会各界广泛关注。本文将平台企业价格策略内生于演化博弈模型,据此研究数据要素的产权安排对平台企业跨界成长的影响机理。研究表明:第一,无确权约束下,规模差异影响平台定价策略选择,大规模平台企业能够通过内部范围经济实现跨界成长。第二,数据确权条件下,不同的产权制度安排对平台跨界成长的影响路径不同。数据归属平台,有限理性的平台更倾向于保守的定价策略,借助稳定的用户规模实现平台跨界成长;数据归属用户,平台企业倾向于激进的定价策略,但限制了平台跨界成长。第三,相对于数据产权安排缺位,由于存在“隐私悖论”,短期而言,数据确权对平台定价策略的选择没有实质影响。长期来看,随着制度环境的逐渐规范,平台企业滥用用户非敏感数据、借助大数据算法歧视性定价获利等行为将得到有效制约,同时社会治理的成本也会下降。据此,本文提出进一步完善数据要素市场机制以及数据要素产权安排的政策建议。The development of the digital economy has a profound impact on business model innovation and brings many new challenges to economic and governance.The response to the claims of the interests of consumers'personal information,as well as the other issues,such as market mechanism and illegal collection of consumer information,have also attracted extensive attention and discussion.This paper proposes the conception of cross-bound growth of platforms,and analysis the impact mechanism of the property rights of data on the cross-bound growth of platforms and their social welfare by endogenous the price strategy of the platform.The research shows that:①Without the constraints of property rights of data,the pricing strategy of the platform will be influenced by the scale difference,and large-scale platform enterprises can achieve cross-bound growth through an internal scope economy.②The platform is more inclined to conservative pricing strategies to achieve cross-border growth with a stable user scale when data endowments belong to platform.Otherwise,the platform tends to have aggressive pricing strategies,which are not conducive to cross-bound growth when data property rights belong to users.Compared with the absence of data property rights arrangements,due to the existence of the privacy paradox,data rights confirmation has no substantial impact on the choice of platform pricing strategies in the short term.In the long run,with the gradual standardization of the institutional environment,the abuse of data by platform companies and the use of big data algorithms for discriminatory pricing for profit will be effectively regulated,and the cost of social governance will also decrease.Accordingly,this paper proposes policy suggestions to further improve the market mechanism of data elements and rationally formulate property rights arrangements for data elements.
