摘　　要：警察执法是法治国家、法治政府建设中的重要环节。在具体执法实践中,警察很容易基于个人道德观念及职业价值观,陷入具体道德选择上进退两难的困境。警察执法道德困境主要来自于警务实践,包括公众期待与现实可能的困境、能力有限与职责泛化的困境、对诉求合理行为非法的管控困境以及自由价值优先或秩序价值优先的选择困境。分析警察执法道德困境的类型和产生原因,从利益、德法共治、执法规范、警察队伍建设、警媒协作、公众从众心理等多层面多角度出发,以社会主义核心价值观为引领破解警察执法道德困境,可以有效提升警察执法能力。Police’s law enforcement is an important part of the construction of a country ruled by law and a government ruled by law.In specific law enforcement practices,police will easily fall into a dilemma in specific moral choices based on their personal moral concepts and professional values.The moral dilemma of police’s law enforcement mainly comes from police practice,including the dilemma between public expectations and possible reality,the dilemma between limited capabilities and generalized responsibilities,the dilemma of illegal control of reasonable demands and the dilemma of choosing priority between freedom value and order value.Analyzing the types and causes of moral dilemmas in police’s law enforcement,starting from multiple levels and angles such as interests,co-governance of morality and law,law enforcement norms,police force construction,police-media cooperation and public conformity,and using the socialist core values as a guide to solve the moral dilemma of police’s law enforcement can effectively improve the police’s law enforcement ability.
