东南沿海地方航运政策量化评价研究

摘　　要：为推动地方航运产业发展,沿海地方政府纷纷研究出台航运产业扶持政策,但由于缺乏科学评价手段,这些政策大都难以满足预期效果。为提升地方航运扶持政策量化评价支持,本文以8个东南沿海城市(地区)航运政策为样本,基于文本挖掘方法设计地方航运政策评价变量,并采用PMC指数模型对政策内容进行量化分析,结果显示各地航运政策变量数值接近,政策内容有同质化倾向,需进一步提高政策精准性、增强政策可操作性和建立政策考核指标。此外,本研究建立的国内地方航运政策量化评价体系,能够对地方航运政策内容进行量化评价,从而为下一步政策优化调整提供参考。In order to promote the development of local shipping industry,coastal local governments have researched and introduced shipping industry support policies,but due to the lack of scientific evaluation tools,most of these policies are difficult to meet the expected results.In order to improve the quantitative evaluation support for local shipping support policies,this paper takes 8 southeastern coastal cities(regions)shipping policies as samples,designs local shipping policy evaluation variables based on text mining method,and uses index model to quantitatively analyze the policy content,and the results show that the values of the variables of the shipping policies are close to each other,and the content of the policies has a tendency of homogenization,which needs to further improve the precision of the policies,enhance the policy operability and establish the policy evaluation index.There is a need to further improve policy precision,enhance policy operability and establish policy assessment indicators.In addition,the quantitative evaluation system of domestic local shipping policies established in this study can quantitatively evaluate the content of local shipping policies,thus providing reference for the next step of policy optimization and adjustment.
