摘　　要：水上应急工作是保障人民群众生命财产安全、服务国家发展战略、推动高质量发展的重要要求。本文依据四川各市州水上交通安全监管现状数据,分析了水上交通安全监管对象及特点,从水上搜救应急预案、水上应急救助机制体制、水上应急救助力量三个方面总结了水上应急能力建设的成效,并结合水上应急面临的新形势、新要求,提出四川水上应急救助能力建设过程中监控预警手段、体制机制、硬件设备、专业人员、社会救助能力五大类存在的现实问题,并有针对性地提出解决问题的对策建议。本研究可为四川水上应急救助能力提升找到精准发力点,为推动后续全省水上应急救助能力项目落地实施提供重要参考。Water emergency is an important requirement to ensure the safety of people's lives and property,serve the national development strategy,and promote high-quality development.This paper based on the data of the current situation of water traffic safety supervision in Sichuan,analyzes the objects and characteristics of water traffic safety supervision,summarizes the effectiveness of water emergency capacity building from three aspects:water search and rescue emergency plan,water emergency rescue mechanism system and water emergency rescue force.Combining with the new situation faced by water emergency,this article proposes five practical problems in the process of building water emergency rescue capabilities in Sichuan,including monitoring and early warning means,institutional mechanisms,hardware equipment,professional personnel,and social assistance capabilities,and put forward targeted countermeasures and suggestions to solve the problem. This study can find an accurate launch point for the improvement of Sichuan's water emergencyrescue capacity, and provide an important reference for promoting the implementation of the water emergencyrescue capacity projects in Sichuan.
