摘 要:建立科技创新政策风险评估体系,能够优化科技创新政策供给和质量,有效促进科技政策扎实落地。本研究聚焦科技创新治理效能提升目标,在国内外政策风险评估研究实践进展跟踪的基础上,综合运用情景分析、AHP层次分析等方法,挖掘科技创新政策关键风险特征,探索构建科技创新政策风险评估体系框架,明确评估机制、评估指标和评估等级,并从政策制定、执行、监测等政策过程角度,提出做好科技创新政策风险防控、促进科技治理效能提升的相关建议。The risk assessment system of science and technology innovation policies can optimize the supply and quality of policies for effectively promoting the solid implementation of policies.This study focused on the goal of improving the efficiency of science and technology innovation governance;explored the key risk characteristics of science and technology innovation policies based on the progress of policy risk assessment research;and built the risk assessment system framework of science and technology innovation policies,including the evaluation mechanism,evaluation indicators and evaluation levels.It is suggested to improve the scientificity,effectiveness,rationality and farsightedness of science and technology innovation policies from the formulation,implementation,monitoring of policy.
