摘　　要：目的运用德尔菲法构建传染病公共卫生应急护士能力评价指标体系,促进传染病公共卫生应急护士能力建设,提高突发事件的救援能力,保障公众健康。方法通过文献回顾、理论分析、质性访谈、德尔菲专家函询法构建传染病公共卫生应急护士能力评价指标体系。通过优序图法、信息量权重法,确定各级指标权重。结果共进行3轮专家函询,有效应答率均为100%。3轮函询专家的判断依据系数为0.795,熟悉程度系数为0.890,专家权威系数为0.843。肯德尔协调系数分别为0.543、0.238、0.261(P<0.001)。最终构建的传染病公共卫生应急护士能力评价指标体系,包括7个一级指标,19个二级指标,57个三级指标。结论传染病公共卫生应急护士能力评价指标体系构建科学合理,可为提升传染病公共卫生护理人员应急能力提供参考依据。Objective The Delphi method is applied to build the capability evaluation index system for nurses engaged in public health and emergency response to infectious diseases in order to promote capacity building of nurses engaged in public health and emergency response to infectious diseases,improve their rescue capacity in emergent incidents and safeguard public health.Methods The study was based on literature review,theoretical analysis,qualitative interview and Delphi method for establishing indicator framework preliminarily.The weights of each level of indicators were determined by the method of order chart and the importance degree of indicators scored by experts.Results The effective response rate of the three rounds of expert correspondence was 100%,The judgment basis coefficient for three rounds of inquiry with experts was 0.795,the familiarity coefficient was 0.890,and the expert authority coefficient was 0.843.The Ken dall coordination coefficient of the first,second and third indexes of the second round of expert correspondence was 0.543,0.238 and 0.261,respectively(P<0.001).The final evaluation index system for the capabilities of public health emergency nurses in infectious diseases comprised 7 primary indicators,19 secondary indicators,and 57 tertiary indicators.Conclusion The evaluation index system of nurses'ability to handle infectious disease public health emergency is scientificandreasonable,which can provide reference for improving nurses'ability to handle such emergency.
