摘 要:村干部公职化管理是以行政化的方式管理村干部,是对传统村干部管理方式的一场变革。学术界对村干部公职化管理争议的焦点在于行政与自治的关系。文章基于乡村社会基础变迁和国家基层治理变革分析村干部公职化管理的生成逻辑,基于行政助力自治的视角探讨村干部公职化管理的推行路径。公职化管理所带来的行政下沉,为乡村社会构建了正式激励系统,培养了专业的治村人才,有效弥补了乡村自治不足,符合基层治理现代化转型的预期。The official management of village cadres is an administrative management of village cadres,which is a change to the traditional management of village cadres.The focus of the dispute in the academic circle is the relationship between administration and autonomy.Based on the transformation of rural social foundation and the transformation of national grass-roots governance,this paper analyzes the generation logic of village cadres’official management,and probes into the implementation path of village cadres'official management from the perspective of administrative assistant autonomy.The administrative subsidence brought about by the administration of public office has constructed a formal incentive system for the rural society,trained professional village-governing talents,and effectively made up for the lack of rural autonomy,which is in line with the expectation of the modernization transformation of grass-roots governance.
