摘  要:针对机动卫勤分队保障效能评估主观性过强、缺乏定量分析方法等问题,基于改进AHP与模糊综合评价法建立了机动卫勤分队保障效能混合评估模型。在传统AHP的基础上,采用“三标度法”构造改进型最优判断矩阵,有效避免了因标度过于复杂造成判断信息混乱、反复一致性检验等问题;同时,基于影响因素相对权重,利用模糊综合评价法对保障效能进行定量分析,可更精准找出影响机动卫勤分队保障效能发挥的制约因素,为机动卫勤分队能力建设提供方向与决策依据。对某联勤保障旅卫勤分队保障实例进行评估,结果表明该混合算法高效可行。To solve the problems of excessive subjectivity and inadequate quantitative analysis methods in the evaluation of the support effectiveness of mobile medical service detachment,a hybrid evaluation model was established based on improved AHP and fuzzy comprehensive evaluation.On the basis of the traditional AHP,the improved optimal judgment matrix is constructed by using the"three-scale method",which effectively avoids the problems such as the confusion of judgment information and repeated consistency test due to the complexity of the standard.At the same time,based on the relative weight of influencing factors,the fuzzy comprehensive evaluation method is used to quantitatively analyze the guarantee efficiency,which can more comprehensively understand and find the restrictive factors affecting the support efficiency of mobile medical service detachment.The evaluation results of a medical detachment of a joint logistic support brigade show that the hybrid algorithm is efficient and feasible.
