水利团体标准质量与实施效果评估初探

摘　　要：培育发展团体标准是国家标准化改革的一项重大举措。近年来,我国水利团体标准发展迅速,为贯彻落实《国家标准化发展纲要》等有关要求,进一步加强水利团体标准监管,结合水利团体标准发展实际,本文探索并首次建立了《水利团体标准评估指标体系(试行)》,对发布满3年的水利团体标准开展了质量与实施效果评估,并对下一步如何有效提升水利团体标准质量和水平提出了意见建议,以期为促进水利团体标准规范优质发展,扎实推进水利高质量发展提供一定支撑。Cultivating and developing association standards is an important measure of national standardization reform.With the rapid development of association standards on water resources in China in recent years,in order to implement the requirements such as the National Standardization Development Outline,further strengthen the supervision of association standards on water resources,and combined with the actual development status of association standards on water resources,this article explores and establishes the Evaluation Indicator System for Association Standards on Water Resources(Trial)for the first time,conducts quality and implementation effect evaluation of association standards that have been published for at least three years,and provides suggestions on how to effectively improve the quality and level of association standards in the next step,in order to provide certain support for promoting the sound and healthy development of association standards on water resources,and solidly advancing the high-quality development of water resources.
