构建中哈命运共同体视角下中国对哈萨克斯坦救灾援助研究

摘　　要：哈萨克斯坦是中亚地区灾害多发的国家,来自中国的救灾援助及中哈救灾合作具有重大政治意义。本文在构建中哈命运共同体视角下,基于双边关系的发展和彼此利益诉求,回顾了中国对哈萨克斯坦救灾援助的发展历程。通过援建防灾水利工程、提供农业救灾援助、防沙治沙技术合作、新冠肺炎疫情救援,中哈携手共建了风险共担、经济互融、政治互信的命运共同体。今后,要进一步发挥救灾援助在共建中哈命运共同体中的作用,就应引导更多的民间力量来参与,以救灾合作助力哈方解决发展难题,建立健全专门以灾害为导向的救灾合作机制以提升中国对哈的救灾效率和水平。Kazakhstan is a disaster-prone country in Central Asia,and disaster relief assistance from China and China-Kazakhstan disaster relief cooperation are of great political significance.From the perspective of building a China-Kazakhstan community with a shared future,based on the development of bilateral relations and mutual interests,this paper reviews the development of China’s disaster relief assistance to Kazakhstan.China and Kazakhstan have joined hands to build a community with a shared future featuring risk sharing,economic integration and political mutual trust through assistance in the construction of disaster prevention and water conservancy projects,agricultural disaster relief assistance,technical cooperation in desertification prevention and control,and relief for the novel coronavirus pneumonia epidemic.To further give full play to the role of disaster relief assistance in building a China-Kazakhstan community with a shared future,we should guide more non-governmental forces to participate in disaster relief assistance,help Kazakhstan solve development problems through disaster relief cooperation,and establish and improve a disaster-oriented disaster relief cooperation mechanism to improve China’s disaster relief efficiency and level.
