摘　　要：编制实施专属经济区和大陆架空间规划对于保护深远海生态、规范深远海利用、优化深远海管理具有重要意义。通过分析我国目前编制专属经济区和大陆架空间规划面临的问题,梳理总结规划应当把握的导向和应当妥善处理的关系等逻辑基础,进而提出我国专属经济区和大陆架空间规划编制建议,包括构建专属经济区和大陆架空间管理体制、推进专属经济区和大陆架空间调查监测、完善专属经济区和大陆架空间规划编制方法、夯实专属经济区和大陆架空间规划的法律基础等。The preparation and implementation of the spatial planning of Exclusive Economic Zone(EEZ)and Continental Shelf is of great significance to the ecological protection,standardized utilization and optimal management in the deep sea.In this paper,the existing problems of preparation are analyzed,and the development orientation and the relationship that should be properly handled are summarized.On this basis,it is proposed that the preparation of China's spatial planning for the EEZ and Continental Shelf should be carried out by establishing spatial management mechanism,promoting survey and monitoring,improving the planning compilation methods,and strengthening the legal foundation.
