摘　　要：海洋是战略要地,在总结当前深圳海洋规划体系和管理面临的核心问题的基础上,结合海洋强国战略目标,围绕海洋规划体系构建和海洋管理制度创新两个方面进行重点研究,提出战略规划统领的海洋规划体系总体框架,以及海洋城市现代法制、管理体制、运营机制和标准规制制定等措施,以期为海洋城市规划提供基准框架和启示。The ocean is a strategic key area.Based on the current ocean planning system of Shenzhen and the core issues regarding its management,two aspects are studied towards building a maritime power:the construction of marine planning system and marine management innovation,and some measures are proposed:establishing a general framework of marine planning system and modern legal system of a marine city based on strategic planning,managerial institutions,operation institutions,standards and guideline formulation etc.It provides a fundamental framework and inspiration for marine city research in the future.
