摘　　要：技术虽然促进了基于通用平台的全球图书馆文献传递联盟和资源共享网络的发展,却也给全球图书馆文献传递和资源共享带来了如需求波动、成本增加等风险,数字共享加大了文献传递与资源共享的侵权风险。从全球视野来看,通过反思与创新提升用户有效需求、加强著作权管理减少服务风险、开展用户研究以改进服务质量、提升资源共享馆员的业务素质,是图书馆应对文献传递与资源共享发展困境的发展策略。Technologies have promoted the development of global library document delivery alliance and resource sharing network on the basis of common platform,but it also brought out risks of demand fluctuation and cost increase,etc,.Digital sharing has also increased the infringement risk in this field.In global perspectives,improvements in effective user demands via reflection and innovation,enhancements of copyright management to reduce service risks,launches of user researches to improve service quality and professional improvements of librarians constitute the strategies for libraries to cope with the development dilemma in document delivery and resource sharing.
